I don’t believe infants need to be saved since they would not be guilty of sin.
My thinking, as well.

There are also passages about the sin nature and where God says no one is righteous:
1. Psalm 51:5 (NIV)
Surely I was sinful at birth, sinful from the time my mother conceived me.

2. Ecclesiastes 7:20
Indeed, there is no one on earth who is righteous, no one who does what is right and never sins.
(Possible contradiction? Ezekiel 18:20)

3. Mark 10:18
“Why do you call me good?” Jesus answered. “No one is good—except God alone.

4. Romans 3:23
"...for all have sinned and fall short of the glory of God, "

Based on these passages, I conclude that babies are not saved nor are they righteous in God's eyes. It is reasonable to say that they are neither righteous nor wicked? They are not judged on a moral basis, at all? But if not wicked, why did some of God's punishments include babies, like during Noah's flood?

Before we were saved, “we were by nature deserving of wrath” (Ephesians 2:3). Note that we deserved God’s wrath not only because of our actions but because of our nature. That nature is what we inherited from Adam.

We are born sinners, and for that reason we are unable to do good in order to please God in our natural state, or the flesh: “Those who are in the realm of the flesh cannot please God” (Romans 8:8). We were dead in our sins before Christ raised us to spiritual life (Ephesians 2:1). We lack any inherent spiritual good.
