I think it is when there's a disagreement on if a law was violated. At that point administrators or the higher-ups should be involved. Otherwise this happens:

I decline to identify with any U.S. political party because none of them are completely right, but they make it seem as though you have to agree with all or most of their important views. I refuse to do that.
