The Republican House at the time never took up the bill. Maybe this reform attempt had legit shortcomings and/or the House was playing politics.

Chuck is 73 years old. So, absolutely he’d have to have a full physical and a full cognitive test and share these results with the American people.

Yes, it's feeling that way. I feel that for someone new to step in now they'd already be behind and would have to play catch up. A candidate would have to craft a national/domestic policy. I remember Jon Huntsman, former Utah governor and a US ambassador, who entered the 2012 presidential campaign late. I remember during a debate he said he had not completed his economic plan.

BUT, when he did, which was a few debates later, it was said by some newspaper writers (i believe the Washington Post or Washington Times) to be an impressive policy, even rivaling Mitt Romney's policy. He ended up not getting enough votes/support and eventually dropped out of the race.
